I am not sure. My guess is using a standard PHP framework and its standards might make it easier to attract PHP developers who know the framework and supported tooling/ecosystem. A PHP Object Relational Mapper (ORM) allows database operations from PHP, similar to an ORM in Python, i.e. it is possible from code to create tables, do CRUD operations etc, and the ORM translates these to SQL for you. This ORM maps from PHP to PostgreSQL. Docker Compose sets up a virtual running environment for the database. Something like that.

said is true. I require a Symfony development platform so I created one. What I do with it is my own business. This is nothing you need to concern yourself with.
<snark>Nothing displays your overall competence as a software engineer better than requiring/forcing your software to manage complex tool-chain dependencies instead of providing stable interfaces. It's also a brilliant way to increase participation by other developers because the platform is always moving and will require regular maintenance - or it will all just stop working.</snark>
